HIGHLIGHTS as of September 1, 2005

In August, Illinois Gov. Rod Blagojevich (D) signed legislation that defines any human being that is completely outside the womb and shows signs of life as a "person," "human being," "child" and "individual." The new law neither confers rights on a fetus nor changes existing abortion law.
